Permits and city rules
Yes. The city's wording is that all residential deck, patio and porch work requires an approved permit regardless of size. There is no small-deck exemption here, which surprises people who have built in other DFW cities.
The address and legal description, owner and contractor details, square footage, class of work and valuation, a site plan showing property lines, easements, the proposed location, dimensions and setbacks, plus specifications for materials, height, length and width.
Processing runs roughly five to ten business days once the application is complete. The city does not publish a flat deck permit fee; fees are invoiced through the Customer Self-Service portal, so we confirm yours rather than quoting a number.
Grand Prairie requires the general contractor pulling the permit to hold a current city contractor registration. Ask any builder you are considering to confirm theirs before work starts.

Code and construction
The 2021 International Residential Code with NCTCOG regional amendments, adopted in December 2021 and enforced from January 2022. Deck provisions are in IRC section R507. Deck lighting and outlets follow the 2023 National Electrical Code.
The city does not publish its design criteria online, so the depth gets confirmed with Building Inspections on 972-237-8230 rather than assumed. What is not in doubt is that footings bear on undisturbed soil below the layer that moves with the clay.
Guards must be at least 36 inches high with no opening that passes a 4-inch sphere, and must resist a 200-pound load at the top rail. Stair risers max out at 7-3/4 inches, treads at a 10-inch minimum, and risers in one flight cannot vary by more than 3/8 inch.
A minimum 2x8, no smaller than the joists, never supported on stone or masonry veneer, through-bolted or fixed with approved structural screws in hot-dipped galvanized or stainless steel, and flashed with corrosion-resistant metal at least 0.019 inch thick.

Cost and quoting
Pressure-treated deck work across the DFW metro typically runs $20 to $50 per square foot installed. Height above grade, stair count, railing type and access move it more than square footage does.
Because the drivers are invisible in a square-foot number: how high above grade, how many stair flights, how many linear feet of railing, the shape, the soil, and whether concrete and lumber can reach the back yard.
No. We measure, look at the wall, the grade and the access, and put a scope and a price in writing. What we will not do is quote a deck over the phone from a square-foot figure.

Materials
Treated pine costs least to install and most to maintain. Composite and PVC cost more up front and end the stain cycle. In a climate where sun does the damage, that maintenance saving is larger here than in a mild market.
It can, and color matters more than brand. Dark boards run considerably hotter than the air in full sun, and any shade changes the answer. Cellular PVC is generally the coolest of the synthetics.
Composite and plastic lumber get code recognition through ASTM D7032, and the ICC-ES evaluation report is what lets a building official accept a particular brand. Asking for it is a real quality check that costs you nothing.
It carries the AWPA use category. UC3B is above-ground exposure and UC4A is ground contact. Posts are UC4A, and industry guidance treats joists, ledgers and cantilevered beams as UC4A too, because they are structural and hard to replace.

Repair, refinishing and safety
Probe posts, joists, stair stringers and the ledger with an awl; rotted wood is soft and gives. NADRA publishes a free Deck Evaluation Checklist that walks the same sequence, and runs May as Deck Safety Month.
Surface damage over sound framing is a resurface. Thumb-sized rot can be cut out and treated. Rot or movement in the framing, the posts or the ledger means replacement, and a rotted ledger is not a patchable condition.
Use the water test rather than a calendar: if water stops soaking into the boards within about ten minutes, the finish is still working. North Texas sun shortens the cycle compared with cooler, wetter markets.
It is likely CCA-treated, since residential CCA production ended on 31 December 2003 under an agreement with the EPA. The EPA does not require removing existing structures, and states that a penetrating stain applied regularly may reduce leaching.

If something goes wrong
Texas has a Residential Construction Liability Act, Property Code chapter 27, which covers construction-defect claims on a residence and its appurtenances. A deck fits that definition.
A homeowner must give the contractor written notice of the defects at least 60 days before filing suit. The contractor then has a 35-day window to inspect and may make a settlement or repair offer.
Texas has no statewide general or residential contractor license, so nobody can hold one. What does exist is city-level contractor registration, which Grand Prairie requires to pull a permit. Ask to see that.
The scope, the materials by name, who pulls the permit, the payment schedule, what happens to the old structure, and the workmanship terms. Get it before you pay a deposit, not after.

Grand Prairie and the rest of Dallas County
Grand Prairie runs long and narrow between Dallas and Fort Worth, so the truck is already crossing county lines most days. Arlington, Irving, Cedar Hill, Duncanville, DeSoto, Mansfield and Midlothian are all inside the normal run, and so is the Mountain Creek side of southwest Dallas. No travel surcharge inside that footprint.
